Mandeep K Bhandari named CBSE chairman, brings medical and administrative experience

NEW DELHI — The Central Board of Secondary Education (CBSE) appointed IAS officer Mandeep K Bhandari as its chairman on 24 September 2026, the board announced in a circular released on Friday. Bhandari, who holds an MBBS degree and was a gold‑medallist at his medical college, succeeds Nidhi Chhibber, whose term ended in August. The appointment comes as the board seeks to stabilise its assessment system after a series of re‑evaluation controversies earlier this year.

Professional background

Bhandari entered the Indian Administrative Service in the 2005 batch and has served in multiple senior roles across the centre and states. Prior to his CBSE posting, he was principal secretary to the Lieutenant Governor of Jammu & Kashmir, where he oversaw the implementation of central schemes and coordinated disaster‑relief operations. His administrative record includes stints as joint secretary in the Ministry of Health and Family Welfare and as director of the National Health Mission in Delhi.

Medical credentials

Unlike most senior education officials, Bhandari earned his MBBS from a government medical college in Himachal Pradesh, graduating with a gold medal in 2002. He later pursued a master’s in public health, focusing on health‑system management. His medical training is cited by the board as an asset for integrating health awareness into school curricula and for guiding the board’s response to pandemic‑related disruptions.

Context of the appointment

The board’s decision follows a wave of criticism over its handling of the open‑school‑management (OSM) controversy and a re‑evaluation row that affected thousands of Class 10 and Class 12 students in June 2026. Parents and schools complained that the board’s revised marking scheme lacked transparency, prompting several state education departments to file petitions with the Supreme Court. In response, the CBSE set up a high‑level committee to review its assessment policies and announced a series of reforms, including a new grading matrix and an independent audit of the re‑evaluation process.

His initial agenda includes finalising the revised assessment framework for the 2026‑27 academic year, accelerating the rollout of digital learning tools, and reviewing the board’s grievance redressal mechanism. He is also tasked with overseeing the implementation of the National Education Policy 2020’s recommendations on multidisciplinary learning and health education.

Reactions

Education analysts note that Bhandari’s blend of medical and administrative experience could help the board address health‑related challenges in schools, such as mental‑health support and nutrition programmes. A senior official at the Ministry of Education, speaking on condition of anonymity, said the appointment signals a “commitment to bring a fresh perspective to the board’s governance.”

State education departments have welcomed the move, with the Karnataka State Education Minister stating that the board’s new leadership offers “an opportunity to restore confidence among students, parents and schools.”

Student bodies, however, remain cautious. The All India Secondary School Students’ Union (AISSSU) issued a statement urging the board to act swiftly on pending grievances and to ensure that any future assessment changes are communicated well in advance.
